The Disabled Veterans' Outreach Program (DVOP) provides veterans with employment services including intake, assessment, testing, job-search assistance, job referrals and placement. They develop service support networks that enter into cooperative training/placement arrangements with community groups, veteran organizations, employers, trade associations, labor unions, and educational institutions to serve the special veteran population.

The Disabled Veterans' Outreach Program was established by executive order in 1977 and later authorized by the Veteran's Rehabilitation and Education Amendments of 1980.
