Incumbent Worker Training Program Guidelines

Effective July 28, 2009

The Louisiana Workforce Commission’s Incumbent Worker Training Program is designed to benefit business and industry by assisting in the skill development of existing employees.

The intent of the program is to fund training that:

• Results in advancement or job creation for individuals employed in regional demand occupations


or


• Retains employees in non-demand occupations

To ensure that the program meets its goal of providing workers with the most beneficial training opportunities possible while also growing Louisiana’s economy, new program guidelines were put in place on July 28, 2009.

New Guidelines
Preference will be given to employers who have:

• Selected a public training institution as the training provider
• Donated materials, equipment or instructors to public training providers, secondary and post-secondary vocational-technical schools or community colleges within the state
• Hired recent recipients of public assistance such as JTPA/WIA, unemployment insurance benefits, FITAP and rehabilitative services
• Hired individuals recently released from a correctional facility
• Participated in a workplace safety consultation with employees of the Office of Workers’ Compensation Administration
• Listed job openings on www.laworks.net
• Never received a training award under this program

Grant submissions will be reviewed by IWTP field application specialists, with final approval based on the merits of each proposal and the impact of each application on the regional workforce and economy. Approval will not be based on the order in which grants are received.

Special consideration will be given to applications that:

• Demonstrate regional or statewide economic impact, such as through a partnership with an economic development entity
• Request training for jobs paying at least $10 per hour
• Detail a cost-sharing plan that outlines how the company will fund a portion of the costs when seeking training for basic job duties

Review regional demand occupations.

Previous Restriction Removed
Another change to IWTP is the removal of the restriction on reimbursement for no more than 10 students in a class when cost per student pricing is quoted. Cost per student training approved after 7-28-09 will be reimbursed on the number of students at any given session.
